The National Ports Agency (ANP) has officially changed its legal status and is now called Ports du Maroc SA. Law 34.25 came into force after it was published in the Official Gazette. The state owns 100% of the new company. The law was adopted by the government council on 11 December 2025.
Ports du Maroc SA will manage and develop the ports covered by its remit. Ports in the Tanger-Med special development zone and the Marchica lagoon site are not included.
The new company takes over the ANP’s assets, rights and obligations. Its existing contracts, agreements, partnerships and authorisations will also remain in place. Contracts with third parties will not be affected by the change.
Ports du Maroc SA will be managed by a board of directors that will include independent members.
The board will set port fees and tariffs, ship berthing charges and charges on goods. It will first consult the Ministry of Equipment and Water.
What the new company will do
Ports du Maroc SA will manage ports and work to improve their economic and logistics performance.
The company will also organise port activities. It will decide which activities can be operated and how many licences and concessions can be granted.
It can sign concession agreements, issue operating licences and approve temporary use of public port land.
The company can also operate some port activities itself when no concession or operating licence has been given.
It can carry out related industrial, logistics and service activities either itself or through partnerships.
The law also gives Ports du Maroc SA a role in developing smart ports, digital services, environmental protection and sustainable development.
The company can also manage port infrastructure projects on behalf of the state or other public bodies.
