The National School of Administration (ENA) and the Digital Development Agency (ADD) have signed a new partnership to help public-sector workers build digital skills and support the government’s digital transformation. The agreement was signed on 22 September by Nada Biaz, Director General of the ENA, and Amine El Mezouaghi, Director General of the ADD.
The partnership will focus on four main areas: digital transformation, artificial intelligence, data management and change management.
Training will be a key part of the agreement. The two institutions will work together on developing skills and supporting public-sector innovation.
The partnership also aims to help create a more modern and innovative public administration that can respond better to citizens’ needs.
The agreement will also promote Moroccan expertise in public administration and digital transformation, with a focus on sharing this experience in Africa and internationally.
The ENA, also referred to in official contexts as the École Nationale Supérieure de l’Administration (ENSA), is based in Rabat and is a leading institution for training senior public officials. It prepares administrative leaders and state managers who work on national reforms and public policy.
Nada Biaz became Director General of the school after her appointment was approved by the Government Council in July 2023. She previously held senior management positions in higher education, including at the ISCAE Group.
The ADD is a public institution responsible for implementing the national digital development strategy. Its work includes promoting digital services, supporting electronic administration and developing the digital economy across the public and private sectors.
The agency has signed several partnerships in 2026 as part of efforts to speed up digital transformation across different sectors. Earlier this year, it worked with the Moroccan Cinematographic Centre (CCM) on the digital development of public-sector information systems. The agency has also signed partnerships during major technology events, including GITEX Africa in Marrakech.
The new ENA-ADD partnership links two different parts of the digital transformation process. The ADD brings technical expertise, digital frameworks and implementation experience, while the ENA trains the officials who will manage public institutions and reforms.
The agreement comes as digital transformation, artificial intelligence and data management become increasingly important to public administration.
Morocco also opened a structured digital dialogue with the European Union in April 2026 to strengthen cooperation on digital development, technological standards and regional integration.
The partnership could also support future training programmes for civil servants, including digital transformation courses and executive education. Further details on the number of officials to be trained or specific programmes under the agreement have not been announced.
