
Morocco and France have agreed a new partnership to support investment in major projects linked to long-term development plans up to 2030.
CDG Capital and Bpifrance signed a Memorandum of Understanding on 15 April during the Morocco-France 2030 Business Forum in Casablanca. The agreement sets a framework for working together on funding large projects.
The focus is on four main areas: energy, infrastructure, industry, and transport. The aim is to help finance projects more easily by coordinating public investment and support from both countries.
Meriem Laraichi, from CDG Capital, said the partnership will support projects that match Morocco’s national priorities while following international financing practices. Olivier Vincent from Bpifrance said economic ties between Morocco and France remain very active.
More than 250 business leaders attended the forum, where discussions focused on potential investment projects. The event followed a similar meeting in 2025 that led to around 1 billion euros in planned investments, including work linked to a desalination plant in Casablanca and renewable energy projects in southern Morocco.
The agreement is connected to Morocco’s 2030 development plans and preparations for the 2030 FIFA World Cup. It also relates to ongoing transport projects led by ONCF, including the extension of the high-speed rail line towards Marrakech and Agadir.
Energy projects are also part of the plan, including work on solar and wind power and plans to develop green hydrogen. Companies such as Engie and TotalEnergies are already involved in these sectors.
The partnership also covers industry, where French companies continue to increase production activities in Morocco, particularly in the automotive and aerospace sectors.
Morocco’s economy is expected to grow by 3.9% in 2026, supported in part by foreign investment from France and Spain.
Just before the agreement, Tamwilcom launched the Jossour 2030 programme at GITEX Africa 2026 in Marrakech to support funding for startups and small businesses.
A French trade mission from the Grand Est region visited Rabat between 31 March and 2 April. It focused on smart city projects and water management, which are expected to link to future investment plans under the agreement.
