Morocco has emerged as a top performer in the latest African Development Bank ranking, standing out in the continent-wide Public Service Delivery Index (PSDI). With a score of 55.22, Morocco not only surpasses the continental average of 45.39 but also outpaces the North African regional average of 50.55—placing the country among the continent’s best in terms of public service effectiveness.

The PSDI, developed by the African Development Bank, evaluates the quality and impact of public systems based on how well they enhance citizens’ capabilities, expand opportunities, and support institutional development. The index aims to reflect progress toward inclusive and sustainable growth.

Morocco’s strongest performance came in the area of socioeconomic inclusion, where it scored an impressive 63.30. Other high marks include industrialization (57.5), access to energy and electricity (55.87), regional integration (50.95), and food sovereignty (49.56). These results point to tangible improvements in both the availability and quality of key public services.

One of the most significant achievements highlighted in the report is Morocco’s rural electrification campaign. Over the past 20 years, access to electricity in rural areas has skyrocketed from just 18% to 98% of the population. This dramatic shift is the result of a national strategy that blends infrastructure expansion with a push to diversify energy sources.

The report also commends Morocco’s commitment to renewable energy. The country has opened up its energy market to new players and invested heavily in solar, wind, and hydroelectric sectors. This forward-looking approach has not only broadened the energy supply but also improved its stability and resilience.

Another key finding is the high level of citizen satisfaction with public services. Households report being increasingly content with the quality of services they receive, reinforcing the real-world impact of the government’s policy direction and investment choices.

Overall, Morocco’s performance reflects a broader transformation in how public services are delivered—prioritizing inclusion, infrastructure, and long-term planning. The PSDI score is not just a number—it’s a snapshot of a country steadily reshaping its public sector to better meet the needs of its people.
