Morocco has signed a partnership with Capgemini Morocco to help build its artificial intelligence sector. The agreement is part of the Digital Morocco 2030 strategy, the country’s long-term plan to grow the digital economy, create technology jobs and support startups.

The partnership links the Ministry of Digital Transition and Administrative Reform, Capgemini Morocco and the Jazari AI network. The ministry provides policy support and access to the Jazari network. Capgemini brings technical expertise, business mentoring and support for startups developing AI products.

Digital Morocco 2030 launched with an initial investment of 1.3 billion dirhams, about $145 million. The programme aims to create 240,000 digital jobs by 2030, add around $10 billion to the economy and grow the startup ecosystem to 3,000 companies, including future unicorns.

Artificial intelligence is one of the main parts of the strategy.

The government created a separate AI roadmap called Maroc IA 2030 under the slogan “AI Made in Morocco.”

The plan focuses on building AI technology inside the country instead of depending on foreign software. It also aims to train engineers, researchers and entrepreneurs to develop and use AI across different industries.

The Jazari Institute network is at the centre of the plan.

Jazari Root, based in Rabat, serves as the national hub. AI institutes are planned across all 12 regions of the country. Each one focuses on the needs of its region. Southern institutes work on AI for green hydrogen, renewable energy and water management. Institutes in major cities focus on smart cities and public services.

Capgemini Morocco helps startups and researchers test AI solutions, improve data management and connect with international markets.

The strategy also includes new digital infrastructure.

A hybrid cloud system combines sovereign cloud services, managed by Moroccan operators for sensitive government data, with public cloud services run by international technology companies for businesses.

Digital Morocco 2030 brings together government funding, private companies, research centres and cloud infrastructure to help make the country a leading AI and digital technology hub in Africa and the Arab world.
