More than four million low-income households—representing around 11.4 million people—have been enrolled in the government’s mandatory health insurance plan as of June 2025. The program is designed for families who are unable to afford regular insurance contributions, and the update was delivered Tuesday during a Q&A session in the upper house of Parliament focused on the country’s economic and financial progress.

This publicly funded initiative guarantees free access to medical treatment and hospital care within the national health system. Beneficiaries also have the option to use private healthcare services, depending on what is covered by the National Social Security Fund. The entire cost of the program is covered by the state, amounting to 9.5 billion dirhams annually.

Since the rollout of the plan, health coverage across the country has surged from 42.2% to 88%, marking a dramatic expansion in healthcare access for financially vulnerable families.

At the same time, nearly four million households received direct social aid by the end of April. In total, around 12 million people have benefited from this financial support, including 5.5 million children, over a million seniors above the age of 60, and more than 420,000 widows—most of whom have no children. Since the program’s launch, the total amount distributed in direct assistance has exceeded 34 billion dirhams.
