Moroccan business leaders met today with Hassan Boubrik, head of the National Social Security Fund (CNSS), to talk about the country’s big plan to provide social protection for everyone.

Chakib Alj, president of the General Confederation of Moroccan Enterprises (CGEM), said: “Moroccan companies are the main funders of the system, but we must make sure pensions stay financially sustainable while keeping businesses competitive.”

The informal economy was a major topic. Alj added: “We need to work together to bring informal workers into the formal system so more people contribute.”

Boubrik reassured companies that “the CNSS is fully focused on helping businesses by making procedures simpler and more transparent, especially for small and medium companies. We are committed to balancing social needs and economic stability.”

Both sides agreed on a shared responsibility approach to make sure social progress doesn’t hurt business growth.

Morocco launched its social protection project in 2021 to cover health insurance, family allowances, and pensions for everyone. It first extended health insurance to farmers, artisans, and self-employed workers, then started giving direct support to vulnerable households, and now is working on pensions and unemployment benefits.

CGEM represents over 90,000 members who worry about rising social charges, while CNSS faces pressure to handle millions of new members while staying financially sound. Morocco’s pension system also faces a long-term challenge as more people retire and fewer are working.

The informal economy, which makes up about 30% of GDP, is a big hurdle. CNSS is turning to digital tools to make it easier for small business owners and micro-entrepreneurs to pay in, track contributions, and join the system without complicated bureaucracy.
