
Morocco has launched TARKHISS, a new online platform to make it easier to regulate health and cosmetic products. Health Minister Amine Tehraoui led the launch on March 31.
The platform, run by the Moroccan Agency for Medicines and Health Products (AMMPS), is designed to make rules clearer, cut red tape, and speed up approvals. It uses artificial intelligence to check applications, making Morocco one of the first countries to use AI in this area.

The first phase covers cosmetic and personal care products and affects about 3,500 companies. Through TARKHISS, businesses can handle registrations, declarations, and import permissions entirely online.
TARKHISS follows international standards, including guidance from the World Health Organisation, and puts Morocco’s regulator on par with other advanced systems worldwide. Starting with cosmetics allows the agency to test and fix the system before adding pharmaceuticals and medical devices.
The platform also supports Morocco’s health sovereignty plan, aiming to reduce dependence on imported products and boost local production—a priority highlighted by the COVID-19 pandemic.
TARKHISS is similar to systems used in Europe and the US, like the CESP in Europe and the FDA Electronic Submission Gateway in the US. AI helps spot missing or incorrect information fast, cutting down waiting times while keeping products safe.
