In a landmark decision long awaited by many, the Moroccan government has taken a significant step towards enhancing the country’s healthcare infrastructure. On Thursday, the Council of Government in Rabat approved Decree No. 2.23.1056, which implements specific provisions of Law No. 11.22 related to the establishment of the Moroccan Agency for Blood and Its Derivatives. The decree was presented by Khalid Ait Taleb, the Minister of Health and Social Protection.
A new era for blood services management
This decree aims to place the state supervision of the Moroccan Agency for Blood and Its Derivatives under the authority of the government body responsible for health. According to Mustapha Baitas, Minister Delegate in charge of Relations with Parliament and government spokesperson, this move is intended to streamline and enhance the management of blood services in the country.
Allocation of assets to support the agency
Baitas further explained that a joint decision by the governmental authorities responsible for finance and health will determine the list of real estate and personal property owned by the state. These assets, currently assigned to the National Center for Blood Transfusion and Hematology and all regional blood transfusion centers and blood banks affiliated with the health authority, will be transferred free of charge to the Moroccan Agency for Blood and Its Derivatives. This transfer is aimed at ensuring the new agency has the necessary resources to operate effectively.
By centralizing oversight and providing essential assets, the government hopes to significantly improve the efficiency and quality of blood transfusion services across Morocco. This decision represents a critical step in reinforcing the healthcare system and ensuring that blood and its derivatives are managed and distributed effectively to meet the needs of the population.

The Council of Government also approved Decree No. 2.23.1055, implementing provisions of Law No. 10.22, which establishes the Moroccan Agency for Medicine and Health Products. This decree was presented by Khalid Ait Taleb, the Minister of Health and Social Protection. The primary aim of this decree is to place the Moroccan Agency for Medicine and Health Products under the supervision of the government authority responsible for health. During a press briefing following the council meeting, Mustafa Baitas, Minister Delegate in charge of Relations with Parliament and government spokesperson, explained that this move is intended to ensure efficient oversight and governance of the agency.
Minister Ait Taleb highlighted that this decree aligns with the implementation of the Royal Directives aimed at overhauling the national health system. It also seeks to realize the objectives set forth in Law No. 10.22, ensuring a more structured and effective management of medicines and health products within the country.
