The Moroccan construction giant TGCC, a public-listed company, has just landed a significant urban infrastructure contract: building the much-anticipated underground parking facility in the Hay Riad district of Rabat. This project, awarded through a public tender by Rabat Région Aménagements at the end of August, is set to serve the emerging administrative area of Oulad Dlim, near the judicial complex.

Spanning a surface area of 13,000 square meters, the underground parking facility represents a substantial investment of 206 million dirhams. TGCC has committed to completing the project within an ambitious six-month timeframe, underscoring both the logistical and technical prowess of the company within Morocco’s construction sector.

A key element in Rabat’s urban development vision

This new underground parking is a pivotal element in Rabat’s broader urban plan, which aims to enhance parking infrastructure to improve access for both residents and visitors to strategic areas across the city. The project aligns with Rabat’s forward-looking vision of modernizing urban spaces, anticipating a growing need for accessible, well-placed parking solutions in the capital’s busiest zones.

In June 2023, Rabat Région Aménagements engaged CIB consulting firm for preliminary studies, pinpointing nine key sites in need of structured parking solutions to ease congestion in the city’s high-traffic areas. The study laid the groundwork for selecting optimal sites that support both public and commercial access to Rabat’s most frequented zones.

Strategic sites across Rabat

Alongside the Oulad Dlim location, several other critical areas in Rabat will benefit from new parking infrastructure. These include the 8,000-square-meter site near the Badr Mosque in Agdal, Avenue 16 November also in Agdal (3,950 m²), Place de la Poste on Avenue Mohammed V (3,029 m²), Place John Ross in the administrative district of Hassan (7,200 m²), and the National Library area (6,190 m²). Each location is strategically chosen to address parking shortages in high-density, high-demand areas.
