Morocco has started a new phase of its national artificial intelligence plan, with the government working on new data centres, local AI tools and training programmes. The plan, called “Morocco AI 2030”, is part of the wider Digital Morocco 2030 strategy. It aims to give the country more control over its data and technology and use AI in public services, business, education and research.
The government has set three main targets for 2030. It wants AI to generate 100bn dirhams in added value, create 50,000 direct and indirect jobs, and train and certify 200,000 people.
A key part of the plan is building more computing capacity. Data-centre capacity is expected to reach almost 1GW.
A new data-centre complex in Dakhla could have a capacity of up to 500MW. It is planned on about 100 hectares and is expected to use only renewable energy.
A 50MW data centre and a sovereign cloud are also planned in Rabat. The data centre in Benguerir will be expanded, while a “Move to Cloud” programme will help public administrations move their systems to cloud services.
The government is also building a national “Data Factory”. It will collect, organise and prepare large amounts of data for AI systems while protecting personal information.
Another project, called “Software Factory”, will allow public institutions to share software and source code. The goal is to make digital public services cheaper and faster to develop.
The plan also includes a national network of “Jazari” AI institutes. Four institutes are planned in the first phase, covering AI, smart cities, education and industry.
The central Jazari institute will work on AI systems in Arabic, French, Darija and Amazigh. It will also develop AI assistants, document-processing tools and systems for protecting privacy.
Jazari Smart City will work on smart-city systems, digital maps and urban data. Jazari Industrie X.0 will focus on industrial AI, robotics, automation and the internet of things.
Jazari EduTech will focus on education. Its projects include adaptive learning, AI assistants for teachers and tools that can turn speech into text and text into speech.
The government also wants to build a large local language model that can understand Darija and Amazigh and deal with Moroccan social and cultural contexts.
Several AI tools for public services are already being developed.
“Idarati AI” is designed to help people understand administrative procedures and guide them through different steps.
The “Sovereign Meeting Assistant” can turn meetings into text and produce structured minutes. It can recognise Arabic, French and spoken Darija.
The government has also developed “Legal AI” and “Bulletin Officiel Search”. The latter uses about 400,000 pages from the Official Gazette that have been processed with optical character recognition.
More tools are planned for businesses, legal searches and public-sector regulations.
Digital skills are another major part of the plan. Some 22,779 students were enrolled in digital programmes in 2025, across 549 accredited courses.
The JobInTech programme aims to train 15,000 people over three years. The wider plan targets 100,000 newly trained people every year by 2030 in AI, cybersecurity, cloud computing, data, programming and the internet of things.
Other programmes will train children, university students and young people. The AI & IoT Generation programme aims to train 1,200 young people each year from 2026.
The government also plans to support AI research through grants for PhD students and new centres focused on AI, robotics and cybersecurity.
Morocco is already working with several international technology companies on AI and data projects. These include Nokia, Orange Business, Oracle, Mistral AI and Onepoint.
The plan follows a national AI conference held in Rabat in July 2025, which brought together more than 2,500 people from government, universities, start-ups and the private sector.
The wider goal is to move beyond simply using AI developed elsewhere. The government wants local companies, researchers and public institutions to build more of the technology themselves.
The plan also links AI to public services, education and healthcare, with a focus on reducing differences between regions and improving access to digital services.
The government has described the approach as a “third way” based on “openness without dependence, ambition without naivety, sovereignty without isolation”.
The programme is expected to form a major part of the country’s digital policy up to 2030.
