Morocco was re-elected on Wednesday to the presidency of the International Narcotics Control Board (INCB) by the members of this body, which is holding its 140th session from May 20 to 31 in Vienna.
The re-election of Morocco, represented by Professor Jallal Toufiq, once again acknowledges Morocco’s substantial contribution to the international debate on the implementation of international drug control conventions.
It also recognizes the Kingdom’s consistent advocacy for the imperative of strengthening sub-regional, regional, and international cooperation, as well as its recognized actions and sustained efforts in the framework of international efforts to combat the global drug problem.
Ten of the members are elected from a list of individuals nominated by governments. The other three members are elected from a list of individuals nominated by the World Health Organization (WHO) for their expertise in medicine, pharmacology, or pharmacy.
The INCB publishes an annual report that provides a comprehensive study of the global drug control situation, analyzing information provided by governments, United Nations bodies, specialized agencies, or other competent international organizations to ensure that the provisions of the international drug control treaties are correctly applied by governments, and recommends corrective measures.
The INCB is an independent, quasi-judicial expert body established by the Single Convention on Narcotic Drugs of 1961, merging two bodies: the Permanent Central Narcotics Board, created by the 1925 International Opium Convention, and the Drug Supervisory Body, created by the 1931 Convention for limiting the manufacture and regulating the distribution of narcotic drugs.
