Liberia has launched an ambitious overhaul of its port infrastructure, tapping Tanger Med Engineering—a subsidiary of the Moroccan Tanger Med Group—to lead the modernization of its key maritime gateways. Working in collaboration with engineering firm Novec, the project focuses on transforming the country’s two main ports: Monrovia and Buchanan.
The initiative is part of President Joseph Nyuma Boakai’s broader ARREST program, a national recovery plan that prioritizes the revival of critical infrastructure as a cornerstone of economic development. Under this plan, both ports will undergo sweeping upgrades. Container terminals will be rebuilt from the ground up, cargo docks and storage facilities will be modernized, and new digital systems will be introduced to manage logistics more efficiently. The project also includes extensive dredging and port expansion, aiming to bring Liberia’s maritime facilities in line with international standards. Security measures at both locations will also be reinforced as part of the comprehensive revamp.
The deal with Tanger Med Engineering builds on a partnership that began in late 2024, when Liberia teamed up with Marsa Maroc to develop a multi-purpose terminal in Monrovia and revitalize the port of Buchanan. This latest agreement represents a deepening of that cooperation and signals a broader shift toward public-private partnerships between Liberia and Morocco, with both governments embracing collaborative models to fund and execute infrastructure projects.
Liberian officials have welcomed the project as a clear statement of the country’s intent to become a more attractive destination for international investment. At the same time, the deal highlights Morocco’s growing reputation in global port engineering, with Tanger Med already involved in several major international initiatives.
Liberia’s long-term goal is to establish itself as a strategic logistics hub in West Africa—one capable of serving landlocked neighbors such as Guinea and Mali while integrating seamlessly into the continent’s broader supply chains. With this port modernization effort, the country is taking a decisive step toward realizing that vision.
