Rabat becomes new home of Africa’s top audit institution AFROSAI

The permanent headquarters of the African Organization of Supreme Audit Institutions (AFROSAI) will now be located in Rabat, following a formal agreement signed in the Moroccan capital on Wednesday. The accord was concluded between Morocco’s Foreign Minister Nasser Bourita and Zineb El Adaoui, the President of Morocco’s Court of Auditors and current Secretary-General of AFROSAI.

This new agreement outlines the framework for AFROSAI’s installation in Morocco, defining the responsibilities of each party as well as the legal privileges and immunities granted to the organization’s headquarters. It formalizes a decision made last December in Tripoli, where AFROSAI’s General Assembly elected Morocco’s Court of Auditors to serve both as Secretary-General and as the host institution.

By welcoming this pan-African body to its capital, Morocco is positioning itself more firmly within Africa’s networks of regional cooperation. For Moroccan officials, the decision reflects a broader commitment to good governance and the rule of law, particularly through enhanced oversight of public finances. It also demonstrates the country’s intent to foster stronger ties among Africa’s auditing institutions through shared knowledge and best practices.

The agreement is seen as a milestone in Morocco’s push to deepen institutional collaboration with its African partners. It aligns with the country’s broader diplomatic strategy of promoting South-South cooperation—a priority set by King Mohammed VI. Officials hope the presence of AFROSAI in Rabat will not only strengthen professional bonds across the continent but also serve as a hub for capacity-building and the development of more effective and transparent public administrations.

Ultimately, AFROSAI’s establishment in Rabat is expected to support the improvement of oversight mechanisms across Africa. By helping national audit institutions perform better, the organization aims to foster governance reforms that are more transparent, accountable, and responsive to citizens’ needs. The long-term goal is to help drive inclusive and sustainable growth across the continent.
